The paper presents a generalized net model of the process of situational optimization of in-queue flights. The latter are analyzed as discrete-event systems as they are influenced by different types of changes in the environment, which impose changes in the optimal flight parameters. The model is intended to say what actions should be undertaken at different deviations the discrete events cause.
